The term "tough anchor" is not a specific, standardized type of anchor but rather a descriptive phrase used to refer to a heavy-duty or high-performance anchor designed for substantial load capacity. These fasteners are engineered to provide exceptional holding power and stability.
In Construction, a "tough anchor" typically refers to a heavy-duty wall or concrete anchor. Safety: For fall protection systems, an anchor point described as "tough" must meet specific regulatory standards, such as supporting twice the expected load of a fall.
In a nautical context, a "tough anchor" is one known for exceptional holding performance, even in challenging seabed conditions (like rocky or grassy bottoms) or high winds.
Metaphorically, an "anchor" can refer to someone or something that provides strength, stability, support, and hope in difficult times, in which case "tough anchor" emphasizes this resilience and reliability.

Hebrews 6:18-19 Amplified version
"so that by two unchangeable things [His promise and His oath] in which it is impossible for God to lie, we who have fled [to Him] for refuge would have strong encouragement and indwelling strength to hold tightly to the hope set before us. 19This hope this confident assurance] we have as an anchor of the soul lit cannot slip and it cannot break down under whatever pressure bears upon it]—a safe and steadfast hope that enters within the veil [of the heavenly temple, that most Holy Place in which the very presence of God dwells]”
